Insulation rebates after the 25C tax credit ended: 2026 state-by-state tracker

The 30% federal insulation tax credit is gone for 2026 installs. Here is what's actually left in every state, from official sources, with the date each was checked.

  • Federal 25C credit: ended for property placed in service after December 31, 2025 (IRS FAQ on Public Law 119-21)
  • State Home Energy Rebate programs: 27 not yet launched · 11 open (some programs) · 7 limited, paused, or fully reserved · 4 unclear: check official page · 2 federal funding declined (50 states + DC)
  • Utility insulation programs we verified: 32 active in our service areas, each linked to the utility's own page

Last checked October 16, 2026.

If your page still mentions the 30% insulation credit: the Inflation Reduction Act set 25C to run through 2032, but the One Big Beautiful Bill Act (Public Law 119-21, July 4, 2025) ended it for property placed in service after December 31, 2025. Suggested replacement wording: "The federal 25C credit for insulation ended December 31, 2025. Check your state's Home Energy Rebate program and your utility for current incentives." You're welcome to link this tracker.

HEAR paused since Aug. 14, 2026; per the state it reopens in October 2026 only for electrical wiring and panel upgrades alongside an HER project, so insulation is not covered by HEAR. Insulation and air sealing can still be part of a whole-home HER project (by income and modeled savings, up to $16,000). Details and official wording.

FAQ

Is there still a federal tax credit for insulation in 2026?

No. The One Big Beautiful Bill Act (Public Law 119-21, signed July 4, 2025) ended the Energy Efficient Home Improvement Credit (Section 25C) for property placed in service after December 31, 2025. Insulation installed in 2026 does not qualify, no matter when the contract was signed.

I installed insulation in 2025. Can I still claim it?

Yes, if it was placed in service by December 31, 2025, you claim it on your 2025 return with IRS Form 5695: 30% of qualifying material cost (not labor), within the $1,200 annual limit.

What replaced the 30% insulation credit?

Nothing at the federal tax level. What remains is (1) the state-run Home Energy Rebate programs funded by the 2022 Inflation Reduction Act (HOMES/HER and HEAR), which each state launches on its own schedule, (2) utility insulation programs, and (3) the income-qualified Weatherization Assistance Program.

Why do some websites still say the credit runs through 2032?

The Inflation Reduction Act originally extended 25C through 2032. The July 2025 law moved the end date to December 31, 2025. Pages written before mid-2025 and not updated since still show the old date.

How often is this tracker updated?

State program labels are compiled from official state pages (via referencesource.org, with each state's check date shown). Utility programs were read on each utility's own page. Last full check: October 16, 2026.
