Spray foam insulation cost in Tulsa, OK (as of October 2026)
Prices as of October 2026. Sources checked October 20 and 21, 2026.
Tulsa installers price spray foam by the board foot. Angi's national ranges, updated September 9, 2026, are $0.60 to $1.60 per board foot for open-cell and $1.30 to $3.10 for closed-cell, installed. We found no published Tulsa rate, so the totals below are our own arithmetic on Angi's figures, with each step shown.
What makes Tulsa different is the rebate fine print. PSO and OG&E both want a finished attic of at least R-38, yet PSO accepts foam only inside a bundle of upgrades, and OG&E's rules describe insulation laid between the living space and the attic, not foam under the roof. Oklahoma also changed its residential code on September 14, 2026, with a footnote written for open-cell foam in walls.
Who pays what on a Tulsa attic
| Rule | PSO | OG&E (Oklahoma) |
|---|---|---|
| Amount | $600 | Up to $500 |
| Existing attic | R-22 or less | Under 8 inches or R-23 |
| Finished attic | R-38 minimum | 13 inches or R-38 minimum |
| Spray foam | Only as a Multiple Upgrade rebate | Not named; insulation must sit between air-conditioned space and the attic |
| Home | Central HVAC or heat pump; window units or floor furnaces only do not qualify | Single-family on a permanent foundation; not built in the last 10 years |
| Who installs | A participating PSO service provider | A professional insulation company |
| How it is paid | On the service provider's invoice | By check, 6 to 8 weeks after documents arrive |
| Timing | Not stated on the attic page | Invoice dated Jan. 1 to Dec. 1; postmark by Dec. 1 |
OG&E's rebates page also says some Oklahoma rebates are closed until 2027 and that funds go first-come, first-served, while still listing the attic rebate at up to $500. Oklahoma Natural Gas's 2026 rebate application covers gas equipment such as furnaces and water heaters, with no insulation rebate. Check whose name is on your electric bill before you budget either amount.

PSO's Multiple Upgrade path, step by step
PSO's FAQ says a multiple upgrade bonus requires two or more qualifying home upgrades at one time. A third-party PSO efficiency expert tests the house before work starts and again after it is finished. PSO covers that testing, which it values at $300, but you owe it back if the post-installation test is never done. For a foam job, that usually means pairing the attic with another rebated measure, so ask the provider which second upgrade and which PSO amounts the quote assumes. Homeowners and renters in PSO territory with household income of $65,000 or less may qualify for free upgrades, including attic insulation and air and duct sealing, through its Home Weatherization Assistance program.

Rates and the math
| Figure | Open-cell | Closed-cell |
|---|---|---|
| Angi, Sep 9, 2026: installed per board foot | $0.60 to $1.60 | $1.30 to $3.10 |
| HomeGuide, Dec 1, 2025: installed per square foot | $1.50 to $3.50 | $3.00 to $5.00 |
| HomeGuide: common job minimum | $1,000 to $2,000 or more | |
| Profoam product sheet: R per inch | R-3.6 | R-6.8 to R-7.1 |
Formula: inches = target R-value ÷ R per inch; board feet = square feet × inches; cost = board feet × Angi's low and high rate. Closed-cell's thinner depth (at R-7.1 per inch) is paired with the low rate and its thicker depth (R-6.8) with the high rate. Totals are rounded to the nearest $100. The open-cell vs closed-cell comparison explains where each foam fits.

Oklahoma's code: R-30 in 2018, a foam footnote in 2024
Tulsa Development Services says the city has adopted the 2018 ICC codes, including the International Residential Code, with Tulsa amendments. The state moved on: the Oklahoma Uniform Building Code Commission's 2024 IRC rule became the statewide minimum on September 14, 2026, replacing its 2018 rule. Tulsa says updated ordinances for the 2024 codes are in progress with a pending adoption date of January 1, 2027, and plans submitted after that will need to meet them.
| Item | 2018 state rule (2022 to 2026) | 2024 state rule (from Sept. 14, 2026) |
|---|---|---|
| Ceiling | R-30 (cut from the printed R-38) | Rule lists the ceiling row as unchanged from the printed 2024 IRC; ask for the number |
| Wood-frame wall | R-13 | R-15, and "full depth open cell foam complies" for a 2x4 wall |
| Blower-door test | Optional, 5 air changes per hour at 50 Pa, or a visual check | Required where the local authority requires it |
One caution on the ceiling. The commission's own summary of 2024 changes shows the zone 3 ceiling going from 38 to 30, but the rule text says no changes were made to that row, and we could not open the printed 2024 IRC table to read it. Ask Development Services (918-596-9456) which value applies to your permit. The city's list of common reasons plans fail review also includes a missing thermal barrier when foam plastic insulation is proposed, so make sure any bid for exposed foam in living space covers one.

Four Tulsa jobs, priced
Sizes here are chosen to demonstrate the arithmetic, not taken from Tulsa records. Census ACS five-year data (2020 to 2024) date the typical Tulsa house to 1973; 65% went up before 1980 and only 7% since 2010.
1970s single-story house, attic floor brought to the rebate line
Take a 1,500 sq ft attic floor with about R-11 left, which sits under both utilities' entry limits.
To R-38 with open-cell: 38 ÷ 3.6 = 10.6 inches; 1,500 × 10.6 = 15,833 board feet; $9,500 to $25,300
To R-38 with closed-cell: 5.4 to 5.6 inches; 8,028 to 8,382 board feet; $10,400 to $26,000
To R-30 with open-cell: 8.3 inches; 12,500 board feet; $7,500 to $20,000
To R-30 with closed-cell: 4.2 to 4.4 inches; 6,338 to 6,618 board feet; $8,200 to $20,500
Our math counts foam for the full depth. If the old insulation stays, a bid may show less new material, but both utilities set their limits on the finished R-value, so make sure the invoice states it.
Same house, foam under the roof deck instead
A 6/12 pitch over that 1,500 sq ft ceiling means roughly 1,677 sq ft of sheathing to coat (1,500 × 1.118).
6 inches open-cell, Profoam's typical roofline depth: 10,062 board feet, about R-21.6; $6,000 to $16,100
3 inches closed-cell, Profoam's typical roofline depth: 5,031 board feet, about R-20.4 to R-21.3; $6,500 to $15,600
Deck to R-38, open-cell: 10.6 inches; 17,702 board feet; $10,600 to $28,300
Deck to R-38, closed-cell: 5.4 to 5.6 inches; 8,975 to 9,371 board feet; $11,700 to $29,100
The usual roofline depths land near R-21, short of the R-38 both utilities want, and OG&E's rules describe insulation between the air-conditioned rooms and the attic. Before choosing a roof-deck job for the rebate, get the utility to confirm in writing that it qualifies.
2x4 exterior walls opened in a remodel
Full 3.5 inch cavity, open-cell: 3,500 board feet, about R-12.6; $2,100 to $5,600
Closed-cell to R-15: 2.1 to 2.2 inches; 2,113 to 2,206 board feet; $2,700 to $6,800
That is 1,000 sq ft of wall. Open-cell at full depth falls just under R-13, the old state wall value, and well under R-15, which is why the 2024 rule's footnote matters: it treats full-depth open-cell in a 2x4 wall as compliant. Until Tulsa adopts the 2024 codes, ask Development Services which wall value your permit uses.
Pier-and-beam or crawlspace subfloor
1,300 sq ft floor to R-19, open-cell: 5.3 inches; 6,861 board feet; $4,100 to $11,000
Same floor, closed-cell: 2.7 to 2.8 inches; 3,479 to 3,632 board feet; $4,500 to $11,300
R-19 is ENERGY STAR's retrofit value for floors in zone 3. NOAA's humidity tables for Tulsa International average 81% at dawn and 56% by afternoon, reaching 85% at dawn in May, June and September. Beneath a floor exposed to that air, closed-cell's resistance to vapor is what the higher price buys.

Rebates against these jobs
| Utility | Rebate | Net | Catch |
|---|---|---|---|
| PSO | $600 | $8,900 to $24,700 | Foam only with a second upgrade and before/after testing |
| OG&E | Up to $500 | $9,000 to $24,800 | Attic-floor placement; Dec. 1 invoice and postmark deadline |
Either rebate trims 2% to 6% off this job. The bigger savings question is depth: every inch of open-cell on a 1,500 sq ft floor is 1,500 board feet, or $900 to $2,400.
Federal credit and state programs
The IRS says the 25C Energy Efficient Home Improvement Credit covers improvements made through December 31, 2025, so foam installed in 2026 earns no federal credit. Oklahoma's Home Energy Rebate status is in our 2026 insulation rebate tracker.

Tulsa spray foam questions
Does the PSO $600 attic rebate cover spray foam?
Only as a Multiple Upgrade rebate. PSO's attic page says foam insulation is available only that way, and its FAQ says a multiple upgrade means two or more qualifying upgrades done at once, with performance testing by a PSO efficiency expert before and after the work.
What is the deadline for the OG&E attic rebate in Oklahoma?
OG&E's Oklahoma rules say the invoice must be dated between January 1 and December 1 of the program year, and the application and documents must be postmarked by December 1. Funding is first-come, first-served.
Does Oklahoma's new code allow open-cell foam in 2x4 walls?
Yes. The 2024 IRC rule that took effect statewide on September 14, 2026 changes the zone 3 wall value to R-15 and adds a footnote saying full-depth open-cell foam complies for a 2x4 wall. Tulsa expects to adopt the 2024 codes January 1, 2027.
How much foam does a Tulsa attic need to reach R-38?
About 10.6 inches of open-cell or 5.4 to 5.6 inches of closed-cell. R-38 is the finished level both PSO and OG&E require for their attic rebates.
