Spray foam insulation cost in Tucson, AZ (as of October 2026)
Prices as of October 2026. Sources checked October 18, 2026.
Spray foam insulation in Tucson costs $0.60 to $1.60 per board foot for open-cell and $1.30 to $3.10 per board foot for closed-cell, installed, using Angi's 2026 national figures (updated September 9, 2026). No cost guide we reviewed reports a Tucson-only price, so every Tucson job total on this page is our own arithmetic on those published rates, and each step is shown in full further down.
For a Tucson homeowner the useful question is narrower: what does it cost to reach R-38 or R-49, since those are the two levels Tucson Electric Power's 2026 rebate is built around? We priced both, on a 1,600 square foot attic. That size is not random. At TEP's top rate of $0.50 per square foot, 1,600 square feet is exactly where the $800 maximum kicks in.

Does going from R-38 to R-49 pay off in Tucson?
Judged only by the rebate, rarely. Moving a 1,600 square foot open-cell job from R-38 to R-49 adds about 3 inches of foam, or 4,889 board feet. That extra depth adds $2,933 to $7,822 at Angi's rates. TEP's payment rises by $200 for a bare attic (from $600 to $800) and by $180 for one with some existing insulation (from $300 to $480). Go to R-49 because you want the lower cooling load, not for the larger payout.
The thinner roofline bids are the opposite trap. Six inches of open-cell is roughly R-21.6 and three inches of closed-cell roughly R-20 to R-21. TEP requires a final total of at least R-38 and an existing level under R-19, so a thin foam job leaves the rebate on the table. Put the target R-value on the bid in writing, because TEP wants before and after R-values on the invoice plus ruler photos of the depth.

Flat roofs, roof decks and what TEP accepts
TEP's 2026 form lists spray foam and foamed-in-place materials as accepted insulation, and it asks whether the roof is pitched, flat or a combination. For flat-roofed homes, the terms say foam added to the roof deck qualifies when the attic space is converted into an unvented, conditioned space, and the invoice has to say so. If your contractor is foaming the deck of a pitched roof instead of the ceiling, have the same description of work written on the invoice and confirm with TEP at 520-623-7711 that it counts. Funds go first-come, first-served through December 31, 2026, and the application is due within 30 days of finishing the job.

Code: Tucson and Pima County both moved to the 2024 IECC on July 1, 2026
Inside city limits, the City of Tucson's 2024 IECC took effect July 1, 2026, and permit submittals received on or after that date must comply. Its local amendments put Tucson in climate zone 2B, with design temperatures of 35°F in winter and 105°F in summer. They do not change the residential insulation R-value table, so the zone 2 ceiling figure of R-38 in the 2024 IECC applies. The DOE analysis of that edition shows zones 2 and 3 moving back from the 2021 edition's R-49 to R-38, which is also the ceiling level under the 2018 code the region used before. Tucson added one wall rule that matters for adobe houses: an uninsulated adobe or rammed earth wall with a U-factor of 0.14 or less is deemed to comply.
Outside the city, the Pima County Board of Supervisors adopted the 2024 IECC by Ordinance 2026-6 on May 12, 2026, effective for permit applications initiated on or after July 1, 2026. The county staff report notes that the residential ceiling minimum stays at R-38 and that the county remains in climate zone 2B, apart from Mount Lemmon in zone 5B.

Wall foam in Tucson
Frame walls limit depth to the stud. A 2x4 cavity takes 3.5 inches, about R-12.6 of open-cell, and closed-cell is commonly applied about 2 inches thick. Per 1,000 square feet of wall that is 3,500 or 2,000 board feet. Retrofitting finished masonry or plastered walls is a separate, costlier job, and solid adobe walls are a case where the Tucson code exemption above may make foam unnecessary.

Gas, co-op and income-based help around Tucson
- Southwest Gas: it serves Tucson homes, but its 2026 Arizona residential rebate application covers low-flow showerheads, clothes washers and windows, with no attic insulation entry. Income-qualified Southwest Gas customers can get insulation at no cost through its weatherization program; in Tucson and South Tucson the program is handled by Foundation for Senior Living.
- TEP weatherization: separate from the rebate, TEP funds no-cost upgrades, including attic, wall and duct insulation, for households at or below 200% of the federal poverty level ($66,000 a year for a family of four, effective January 15, 2026). Funding is limited.
- Trico Electric Cooperative: members on Trico instead of TEP have no insulation rebate that we found, but Trico offers an on-bill Energy Efficiency Loan at 1.99% that can fund insulation, subject to a credit check.
- Efficiency Arizona: the state program lists up to $1,600 for insulation, air sealing and ventilation for qualifying households, with eligibility based on income, under new program guidelines.
- Federal 25C credit: ended. The IRS says the Energy Efficient Home Improvement Credit does not apply to property placed in service after December 31, 2025, so a 2026 Tucson job receives nothing from Washington.

How we got these ranges
We found no published Tucson board-foot price, so none is invented here. Each total is board feet times Angi's national installed rate. Board feet equal square feet times inches. The attic is 1,600 square feet of foam coverage. Depth is found by dividing the target R-value by the product-sheet R per inch (3.6 for open-cell, 6.8 to 7.1 for closed-cell), or from the average roof-line depth printed on a foam distributor's sheet.
- Open-cell, R-38: 38 / 3.6 = 10.56 in; 1,600 x 10.56 = 16,889 board feet; x $0.60 = $10,133 and x $1.60 = $27,022. Nearest $100: $10,100 to $27,000.
- Open-cell, R-49: 49 / 3.6 = 13.61 in; 21,778 board feet; $13,067 to $34,844. Nearest $100: $13,100 to $34,800.
- Closed-cell, R-38: 38 / 7.1 = 5.35 in (8,563 board feet) up to 38 / 6.8 = 5.59 in (8,941 board feet); 8,563 x $1.30 = $11,132 and 8,941 x $3.10 = $27,718. Nearest $100: $11,100 to $27,700.
- Closed-cell, R-49: 49 / 7.1 = 6.90 in (11,042 board feet) up to 49 / 6.8 = 7.21 in (11,529 board feet); $14,355 to $35,741. Nearest $100: $14,400 to $35,700.
- Thin roofline: 1,600 x 6 = 9,600 board feet open-cell, $5,760 to $15,360; 1,600 x 3 = 4,800 board feet closed-cell, $6,240 to $14,880.
- R-38 to R-49 step, open-cell: 21,778 minus 16,889 = 4,889 board feet; $2,933 to $7,822.
- TEP rebate, 1,600 sq ft: $0.40 x 1,600 = $640, capped at $600; $0.50 x 1,600 = $800, at the cap; $0.20 x 1,600 = $320, capped at $300; $0.30 x 1,600 = $480, under the $500 cap.
- Walls, per 1,000 sq ft: 3,500 x $0.60 to $1.60 = $2,100 to $5,600; 2,000 x $1.30 to $3.10 = $2,600 to $6,200.
These are budgeting figures, not bids. Crawl clearance, roof slope, pulling out worn batts and local wage rates all shift an actual price. To see actual Tucson bids, get quotes and test each one in the quote checker.
